As Counsel: Dr Heiskanen has acted as counsel in numerous international arbitration proceedings under the Arbitration Rules of the ICC, ICSID, WIPO, SCC, UNCITRAL, the Cairo Regional Centre for International Commercial Arbitration and various nationals chambers of commerce (mostly investment, oil & gas, construction & infrastructure, M&A, banking and finance, intellectual property and international contracts). Recent experience includes acting as counsel in several multi-billion dollar gas pricing disputes under ICC Arbitration Rules involving various European energy companies, acting for a South European country in US$ 11 billion ICSID arbitration (annulment proceeding) involving claims under the Energy Charter Treaty, acting for a South European country in € 2.5 billion SCC arbitration relating to claims arising under the Energy Charter Treaty, advising a Middle Eastern national oil company in a US$ 800 million dispute involving the construction of a petroleum processing plant, acting as counsel in a € 70 million ICC arbitration between a South European petroleum company and a South European State involving the privatization of an oil refinery and the construction of an oil pipeline, representing a Central European State in a € 3 billion investment arbitration (ICC Rules) involving the nationalization of a commercial bank, acting as counsel of a Eastern European state-owned company in a € 60 million railway bridge construction dispute with a Southern European construction company, representing an Eastern European Government in a US$ 400 million ICSID arbitration arising out of a privatization agreement between the State and United States based investors, representing a South American Government in a US$ 120 million investment dispute (UNCITRAL Rules) with a Canadian investor concerning a mining concession, acting as counsel of a Fortune 500 company in an ICSID arbitration against a South American country involving a government regulation, advising a Swiss investor in a US$ 1.2 billion investment dispute with a South American country involving a broadcasting business, acting as a representative of an Eastern European Government in a € 150 million ICSID arbitration brought by a Dutch petroleum company, acting as counsel of an African state in ICSID annulment proceeding in a US$ 250 million railway concession dispute, acting as counsel of a Middle Eastern construction company in an ICC arbitration involving cable-laying project in Qatar, and representing a subsidiary of an international oil major in a US$ 200 million dispute involving the construction of a gas processing plant in the Middle East.
As Arbitrator:Dr Heiskanen has acted as president and arbitrator in numerous international arbitration proceedings, including as president of a NAFTA tribunal in a US$ 420 million UNCITRAL arbitration involving a renewable energy project in Canada, as president of an ICC tribunal involving a large gas pricing dispute between Middle Eastern and European companies, as president of an UNCITRAL tribunal (Energy Charter Treaty) relating to a renewable energy project in a Central European country, as president of an ICSID tribunal in US$ 400 million arbitration involving a large infrastructure project in a Central Asian country, as president of an ICSID tribunal in US$600 million arbitration relating to trust banking operation in a South East European country, as president of an UNCITRAL tribunal a US$ 260 million investment dispute arising out of a commercial development project in a Central Asian country, as member of several ICC and ad hoc arbitrations involving gas pricing disputes between Western European energy companies, as member of a € 320 million ICSID arbitration involving a real estate project in a Central European country, as member of a US$ 800 million ICSID arbitration involving the construction of a holiday resort in the Middle East, a CHF150 million BIT arbitration conducted under the UNCITRAL Arbitration Rules relating to a infrastructure project in North Africa, a US$ 880 million Swiss Rules arbitration involving a commodity trading arrangement in a Central Asian country, and a multi-million euro Swiss Rules arbitration relating to the construction of a power station in the United Kingdom. Since 2007, Dr Heiskanen has acted as President of the UN Claims Commission dealing with commercial and other private property claims arising out of the NATO air campaign in Kosovo in 1999. He previously served as legal adviser to the President of the Iran-United States Claims Tribunal and as Deputy Chief of the Legal Service of the United Nations Compensation Commission in intergovernmental and corporate claims involving a total aggregated amount of some US$ 350 billion.
