I. INTRODUCTION
International arbitral awards are generally expected to be enforceable worldwide.
The international community has provided a set of rules for ensuring their certainty,
finality, and portability. The Convention on the Recognition and Enforcement
of Foreign Arbitral Awards (“New York Convention”)1 “provides a carefully
structured framework for the review and enforcement of international arbitral
awards”2 and currently has 146 parties.3 The New York Convention contains a
