Mr. Joseph Charles Lemire [“Mr. Lemire” or “Claimant”], a national of the United States, submitted his request for arbitration [the “Request”] against Ukraine [“Respondent”] to the International Centre for Settlement of Investment Disputes [“ICSID” or the “Centre”] on September 11, 2006. The next day, the Centre acknowledged receipt of the Request and transmitted copies thereof to Ukraine and its Embassy in Washington, D.C.
