In a previous article an analysis was made of the discipline imposed on a union representative for his actions during grievance work and wildcat strikes. However, a steward also performs other functions which are sometimes subject to discipline. The problem of a stagnating union membership places great importance on the organizing duties of union representatives. Since the ordinary union member feels that his dues represent his contribution to the organizational endeavor the major effort depends on the union representative.

Whether there is an open or a union shop, the steward should follow certain steps in his organizational activities. He should ask every new worker to join the union and to sign a union card. The union representative should also explain what the union is, the function it performs and how it is run. He should explain the accomplishments of the union and the benefits to be derived from membership. These steps are important because an individual who voluntarily joins the union and is convinced of the desirability of membership will be a loyal union member. However, during these organizational efforts, a union steward is occasionally charged with violating some contract clause or plant rule which regulates this activity.
