When the proceedings involve an appeal against a disciplinary decision issued by a federation (FIFA), whose statutes provide for an appeal to the CAS, they are considered and treated as appeal arbitration proceedings in a disciplinary case, in the meaning and for the purposes of the Code. The object of such appeal cannot extend beyond the limits of a review of the disciplinary sanction imposed by the Disciplinary Committee. The Panel cannot consider the issues already decided by the final and binding CAS Award.
