When it has not been proven that the fax number used by FIFA to send the DRC decision was the Appellant’s appropriate fax number, the decision should not be considered as served on the Appellant until the recognition by Appellant of the receipt of the DRC decision by mail. The Appellant’s appeal has then to be filed within the 10 days time limit set by art. 60 of the FIFA Statutes on receiving the challenged decision.
