Lawrence Boo was formerly CEO/Registrar (1991-1996) and Deputy Chairman (2004-2009) of the SIAC. He is well recognised as Singapore’s leading international arbitrator, having sat as arbitrator in more than 170 cases and written numerous awards. His cases included those administered by the ICC, CIETAC, SIAC, LCIA, HKIAC and ad hoc arbitrations. He is on the panel of numerous international arbitral institutions. Prof. Boo is an adjunct Professor of Law at the National University of Singapore, Bond University (Australia) and a Visiting Professor at Wuhan University (China), a Law Reform Consultant to the Attorney-General and led the Singapore delegation at UNCITRAL working group meetings on arbitration (2004- 2009). He also holds an appointment as a District Judge, Singapore.

I. BASIC INFORMATION

A. History and Background of the Institution

The Singapore International Arbitration Centre (“SIAC”) was set

up in March 1990 as a non-profit public company limited by the

Economic Development Board (“EDB”) and the Trade Development

Board (“TDB”), the latter now renamed International Enterprise (IE)

Singapore. SIAC’s formation was one of the recommendations by the

Economic Committee (1986), to speed up the settlement of

commercial disputes.

SIAC commenced operations in July 1991 with the main objective

of developing Singapore to be a regional and international hub for

commercial arbitration. In August 1999, the Singapore Academy of

Law (“SAL”) took over responsibility for SIAC from EDB and TDB.

From 1 April 2003, in yet another move to allay any perception of a

link with government, stewardship of SIAC was transferred from SAL

to the Singapore Business Federation (“SBF”). SBF is the apex

business chamber that represents the interests of the Singapore

business community. Its membership consists of more than 20,000

companies, chambers of commerce and key industry associations.

With the establishment of SIAC, the SIAC Rules 1991 were

adopted for the conduct of arbitration. The SIAC Rules 1991 were

adapted from the UNCITRAL Arbitration Rules 1976 and the LCIA

Arbitration Rules (1985). The second edition of the Rules was

adopted in 1997 (“SIAC Rules 1997”). As the SIAC Rules 1991 and

the SIAC Rules 1997 were modelled largely upon the UNCITRAL

Rules 1976, these Rules contained features more suited for ad hoc

arbitration rather than institutional arbitration.

A major change in the Rules was made in the third edition of the

SIAC Rules (“SIAC Rules 2007”) which spelt out SIAC’s institutional

and administrative role more clearly. Following on the foundation of

the SIAC Rules 2007, the fourth edition of the SIAC Rules (“SIAC

Rules 2010”) came into force on 1 July 2010 after an industry-wide

consultation process. The SIAC Rules 2010 retained most of the key

features of the SIAC Rules 2007 while adding innovative provisions

such as the Expedited Procedure and the appointment of an

Emergency Arbitrator.

The latest and fifth edition of the SIAC Rules (“SIAC Rules 2013”)

was released on 1 April 2013 in order to give effect to the structural

changes at SIAC and to keep pace with developing arbitral

jurisprudence and global best practice.

The SIAC Rules 2013 are available on SIAC’s website and have

been translated into various languages, including Bahasa Indonesia,
Chinese, German, Japanese, Korean, Russian and Vietnamese.
