I. THE PROCEEDINGS

1. On August 24, 1984, the International Centre for Settlement of Investment Disputes ("the Centre" or "ICSID") received a Request for Arbitration from Southern Pacific Properties (Middle East) Limited ("SPP(h4E)" or "the Claimant"), a Hong Kong corporation. The Request stated that SPP(ME) wished to institute arbitration proceedings under the Convention on the Settlement of Investment Disputes between States and Nationals of Other States ("the Washington Convention") against the Arab Republic of Egypt ("the ARE" or "the Respondent"), and asked for the following relief:
