Pursuant to Articles 2 and 3 of the Arbitration Rules of the International Centre for the Settlement of Investment Disputes (Additional Facility) and Articles 9 and 13 of the Agreement on Encouragement and Reciprocal Protection of Investments between the Lao People’s Democratic Republic and the Kingdom of the Netherlands (“the Treaty”), Lao Holdings N.V. (the “Investor”), a national of Aruba, Netherlands, hereby serves this notice of arbitration for breaches of the Treaty by the Government of the Lao People’s Democratic Republic (the “Respondent”), as set out herein.
