In accordance with Sections 14.2 and 20 of Procedural Order No.1, dated November 29, 2012, the Tribunal invites any person or entity that is not a Disputing Party In this arbitration proceeding or a Contracting Party to the NAFTA to make a written application to the Tribunal for permission to file submissions as an amicus curli'u~. The application and submission shall adhere to the requirements set forth in the recommendations of the Free Trade Commission on non~disputing party participation dated October 7,2003, and 1CSID Arbitration (Additional Facility) Rule 41(3).
