Article 31

1. If the arbitral tribunal is composed of more than one arbitrator,

any award or other decision of the arbitral tribunal shall be made

by a majority of the arbitrators. If there is no majority, the award

shall be made by the presiding arbitrator alone.

2. If authorized by the arbitral tribunal, the presiding arbitrator may

decide on questions of procedure, subject to revision by the arbitral
tribunal.
