I. INTRODUCTION

1. In accordance with Article 10.15 et seq. of the Free Trade Agreement between the United States of America and the Sultanate of Oman (the "FTA" or the "U.S.-Oman FTA"),1 Mr. Adel A Hamadi Al Tamimi ("Mr. Al Tamimi" or the "Claimant"), a citizen of the United States of America, hereby submits to arbitration at the International Centre for Settlement of Investment Disputes ("ICSID") certain claims against the Sultanate of Oman ("Oman"). Pursuant to paragraph l(a) of Article 10.15 of the FTA, Mr. Al Tamimi submits his claims in his capacity as an investor of the United States of America.
