I. Introduction

1. I am Distinguished Professor and Scholar at the University of the Pacific, McGeorge School of Law, where I have been a member of the faculty since 1977. I have served as a member of the International Law Commission of the United Nations (ILC) (1982-1991), as Chair of the ILC, and as the Commission’s special rapporteur on the Law of the Non-Navigational Uses of International Watercourses. I served as Counselor on International Law in the Office of Legal Adviser, U.S. Department of State (1984-1985) and have served, or continue to serve, on the boards of editors of a number of journals of international law, including the American Journal of International Law. I am author or co-author of numerous books and articles on subjects ranging from public international law and transnational litigation and arbitration to international environmental law and the law of international watercourses. I have served, and continue to serve, as counsel in a number of cases before the International Court of Justice and the Permanent Court of Arbitration (PCA). I was nominated in 2001 by the United States as a member of the PCA’s Specialized Panel of Arbitrators established pursuant to the Optional Rules for Arbitration of Disputes relating to Natural Resources and/or the Environment.
