Whereas the Government of Sudan and the Sudan People's Liberation Movement/Army (SPLM/A), hereinafter referred to as the Parties, had signed on 9th January, 2005 the Comprehensie Peace Agreement (CPA) that was later enshrined in the Interim National Constitution of the Republic of Sudan, 2005 and became the law of the land.
