The International Centre for Settlement of Investment Disputes (“ICSID” or “the Centre”) received on 20 January 2005, under cover of a letter of 19 January 2005, a request for the institution of arbitration proceedings under the Additional Facility Arbitration Rules (“the Request”) by Bayview Irrigation District et al. (“the Claimants”) against the United Mexican States (“Mexico” or the “Respondent”). The Request was filed by forty six Claimants including seventeen Irrigation Districts, sixteen individuals, two trusts, two limited partnership, two estates, four corporations and three general partnerships. 1 A list describing the nature of each Claimant, its address and place of incorporation, was attached to the Request.
