I. INTRODUCTION
Over the past twenty to thirty years, the conflict between consumer
groups and corporate and commercial groups in the arbitration of claims
has increased because of popularity of mandatory predispute resolution
clauses in standard form contracts. Consumer groups have argued
against the enforceability of such clauses by asserting that arbitration is
an inappropriate forum in which to decide federal statutory rights. These
