The Government of the United Arab Emirates and the Government of the People's Republic of China (hereinafter collectively referred to as the Contracting States and each referred to as a Contracting State),

Desiring to create favorable conditions for greater economic cooperation between them and in particular for investments by investors of one Contracting State in the territory of the other Contracting State,

Recognizing the need to protect investments and to stimulate the flow investments and individual business initiatives with a view to the economic prosperity for both Contracting States,

Have agreed as follows:
