On January 28, 2005, five non-governmental organizations, Asociación Civil por la Igualdad y la Justicia (ACIJ), Centro de Estudios Legales y Sociales (CELS), Center for International Environmental Law (CIEL), Consumidores Libres Cooperativa Ltda. de Provisión de Servicios de Acción Comunitaria , and Unión de Usuarios y Consumidores [hereinafter Petitioners] filed a “Petition for Transparency and Participation as Amicus Curiae” [hereinafter the Petition] in the above-entitled case with ICSID.
