On 16 May 2002, Claimant seized the International Centre for Settlement of Investment Disputes (“ICSID” or the “Centre”) with a Request for Arbitration directed against Respondent. The agreement at the heart of these proceedings is a Concession Agreement between the Dubai Department of Ports and Customs and Claimant dated 21 October 2000 (the “Concession Agreement”).
