Whereas the Government of the State of Kuwait and the Government of the Islamic Republic of Pakistan desire to strengthen the brotherly relations prevailing between them and to expand the economic and technical co-operation and safeguard and investment of capital between the two countries for their mutual benefit they have agreed to the following:
