In the recent past the writer has had the opportunity of studying at close hand in New Zealand a unique labor-relations institution centered around a government agency, the Waterfront Industry Tribunal. What follows here is a report on that agency and its processes. This study focuses upon a comprehensive industrial-relations system in microcosm, so to speak, which at first sight seems to be dominated by the principle of compulsory arbitration but actually is based appreciably upon informal negotiations and other voluntary processes.
