The Secretary of the Tribunal, vide letters dated 21 and 28 November 2006 and on behalf of the Sole Arbitrator, had invited both the Claimant and the Respondent to proivde any further written comments on the issue of 'investment' within the meaning of Article 25(1) of the ICSID Convention.
