The following article represents the point of view of an advocate in conflicts involving Indians. The author, the director of legal resouce center who has represented Indians in litigation as well as in mediation, takes the position that many Indian groups are unwilling to submit to the jurisdiction of federal and state courts because, he argues, federal policy has discriminated against them.
