On December 13, 2004, the International Centre for Settlement of Investment Disputes (ICSID or the Centre) received a request for arbitration (the request) from Empresa Eléctrica del Ecuador, Inc., (the Claimant or EMELEC), a company incorporated in the United States of America, against the Republic of Ecuador (the Respondent).
