By a Request for Arbitration, dated June 13, 2005, Claimant, EDF (Services) Limited (“EDF”), a juridical person established under the laws of the Bailiwick of Jersey, a Crown Dependency of the United Kingdom, with registered office at Pirouet House, Union Street, St. Helier, JE1 3 WF, Channel Islands, initiated this arbitration with respect to a dispute with Respondent, the Government of Romania (“Romania”). The dispute arises out of a series of actions allegedly attributable to Romania that led to the destruction of investments in Romania owned and controlled by Claimant in an airport services business at Romania’s international airports and on-board Romania’s national airline.
