On May 24, 1999 this Tribunal rendered a first decision on jurisdiction (hereinafter, the “First Decision”), holding that the parties had consented in the Consolidation Agreement to ICSID jurisdiction and that, accordingly, the dispute was within the jurisdiction of the Centre and the competence of the Tribunal.
