The combination of art. 6 §1 and art. 7 §1 of the 1997 FIFA Transfer Regulations shows that the system of transfers under FIFA regulations is based on the assumption that a transfer only takes place when the player has been actually registered with a national association and admitted to play for one of its clubs. The issuance of an international certificate to a club evidences the transfer of a player to the club.
