This study examines developments in New Jersey's interest arbitration system between 1978 and 1987. The analysis is based largely on extensive interviewing of arbitrators and professional advocates representing the parties. The study finds that over that decade, arbitrators and advocates used the flexible features of the statute more effectively and that the number of awards agreed to by the parties increased. The study provides a realistic understanding of the behavior of experienced arbitrators and advocates operating under the New Jersey system.
