Ronald J. Bald, is a Lieutenant Commander and Judge Advocate in the U.S. Coast
Guard currently stationed at the U.S. Coast Guard Academy legal office in New
London, Connecticut. Mr. Bald graduated from Tulane Law School in 2003. The

Evette E. Ungar,  is a law clerk with Ungar & Byrne, A.P.L.C. in New Orleans,
Louisiana. Ms. Ungar graduated BA in Public Communication from The American
