The Governments of the Member States of the Commonwealth of Independent States, ascribing great importance to developing cooperation in the area of resolving commercial disputes between actors located in different Member States of the Commonwealth of Independent States, proceeding from the necessity of ensuring for all commercial actors equal opportunities for the protection of their rights and legitimate interests, have agreed on the following:

Article 1

The present Treaty regulates issues relating to the resolution of matters arising out of contractual and other civil relations between commercial actors and out of their relations with state and other instrumentalities, as well as issues relating to the enforcement of judgments regarding such issues.

Article 2

For the purposes of the present Treaty “commercial actors” mean enterprises, their associations, and organizations of any legal form, as well as individuals who have the status of entrepreneur pursuant to the laws of the Member States of the Commonwealth of Independent States and their associations.

Article 3

Commercial actors of every Member State of the Commonwealth of Independent States shall enjoy the same legal and judicial
