The Government of the Hong Kong Special Administrative Region of the People’s Republic of China having been duly authorised to conclude this Agreement by the Central People’s Government of the People’s Republic of China and the Government of the United Kingdom of Great Britain and Northern Ireland (hereinafter referred to as the Contracting Parties);

Desiring to create favourable conditions for greater investment by investors of one Contracting Party in the area of the other;

Recognising that the encouragement and reciprocal protection under agreement of such investments will be conducive to the stimulation of individual business initiative and will increase prosperity in both areas;

Have agreed as follows:
