The Governments of the People’s Republic of Bulgaria, the German Democratic Republic, the Hungarian People's Republic, the Mongolian People's Republic, the Polish People's Republic, the Socialist Republic of Romania, the Union of Soviet Socialist Republics and the Czechoslovak Socialist Republic,

guided by the aspiration to guarantee favorable legal conditions for further deepening and developing mutual economic and scientific-technical cooperation, proceeding from the premise that proper resolution of disputes arising in the course of that cooperation contributes to its successful development,

taking into account that the arbitration courts in their countries have proved themselves in practice to be effective instruments for the resolution of disputes relating to foreign-trade operations and for the purpose of making greater use of these arbitration courts by rendering civil-law disputes arising out of all manner of economic and scientific technical cooperation subject to their jurisdiction, have agreed upon the following:
