This article was written shortly before the announcement by the Labor Management Institute of the American Arbitration Association of a new plan by which New York City will bargain with some eighty labor organizations representing Municipal employees. Mr. Knowlton's article also precedes the report to Governor of New York Nelson A. Rockefeller by the Committee on Public Employee Relations. This Committee sets forth recommendations for replacing the Condon-Wadlin Law.
