The Department has shown no compelling reasons why the policy prohibiting facial hair should be continued at Karl Holton School for wards [inmates] who have "earned" referral to parole status.

The grievant's request—that wards reaching referral to parole status should be permitted to grow facial hair—is supported by the Staff/Ward Grievance Committee in his Hall and is in harmony with the philosophy and procedures of the Karl Holton Treatment Program.

On the basis of the foregoing, the Panel awards as follows: Wards reaching referral-to-parole status at the Karl Holton School for Boys should be permitted to grow facial hair (beards) from the date they reach this status.*
